Divisions for boys and girls (age is as of September 1st)
Flag - 5-6 yrs old - No weight limit to carry ball (Pee Wee Size Ball)
Junior - 7-9 yrs old - 100 lbs weight limit to carry ball (Junior Size Ball - FULL CONTACT)
Senior - 10-12 yrs old - 125 lbs weight limit to carry ball (Youth Size Ball)
Red stripe for kids over weight limit
Blue stripe for kids over 200 lbs
Blue stripers can only play line positions on offense and defense
Article IV: Playing Rules
Section 1. Football
All regular season games will be played at McKinnon Field. We will be enforcing a spectator/team sideline policy. ONLY authorized coaches and players will be allowed on the team sideline. ALL parents and spectators will be on the parent side - NO EXCEPTIONS!
For the safety of all of our kids - obey ALL parking signs at the fields. City officials will enforce the parking regulations. DO NOT climb on or over the fences, please use the gates.
NO DOGS ALLOWED AT FIELDS. NO TOBACCO OR ALCOHOL ALLOWED AT FIELDS.
The league will provide all the safety equipment needed to protect the players. However, players will need to provide certain items for games and practices. Please refer to the equipment section below for further information.
FIELDS, OFFICIALS TIME AND SCORING
The games will be played on the full length fields.
There will be 2 officials for each league game.
The referee will keep the time on the field.
10-minute quarters will be played with a 5-minute half time. The clock will run continuously except for after touchdowns, injuries, and team timeouts. After a touchdown, the clock starts once the official resets the ball at the 30-yard line. In the last 2 minutes of each half the clock will stop in accordance with high school football rules.
Each team will have 2 time-outs per half.
There will be no kick-off. There will be a flip of a coin at the beginning of the game. The team that wins the flip has the option of taking the ball on the 30-yard line (first half) or deferring to the second half.
There will be punting. On 4th down, the offensive team must tell the referee and the opposing team what their intention is (punt or go for the first down). If punting, the offense will line up in punt formation. The defense does not rush or cross the line of scrimmage. Defenses can raise hands and yell but they must not cross the line of scrimmage on a punt.
Should the score be tied at the end of regulation play, there will be no overtime period, the game will end in a tie.
Teams will receive 6 points for scoring a touchdown.
Scoring of the Point After a Touchdown (PAT) shall be as follows:
A score of one (1) point will be given to a team who runs or passes the ball beyond the goal line from the 2-yard line.
A score of two (2) points will be given to a team that kicks a field goal from the 2-yard line.
OFFENSIVE
Offensive formations are up to the discretion of the individual coaches, however no trips or twins formations are allowed. Teams must not run an unbalance line.
Each team will only be allowed to run 2 trick plays per game. Trick plays consist of reverses, halfback passes, receiver passes, etc. A bootleg play is not considered a trick play. If more than 2 trick plays are attempted, a 10-yard penalty will be enforced.

DEFENSIVE
Defenses must run a 6-2 defense with three defensive backs.
Defensively, teams will employ a 6-man front on the line of scrimmage. The center will never be covered by a defensive lineman.
Defensive lineman must play head up on the offensive lineman. No shading or playing in gaps.
Stunting, "red-dogging," and "blitzing" are NOT allowed.
Linebackers and defensive backs must maintain a minimum of a 4-yard setback from the line of scrimmage. Defensive backs and linebackers must not be in a forward motion until the ball is snapped. This will be a penalty.
All interior lineman (on defense) must be in a 3-or 4-point stance at the snap.
PARTICIPATION RULES
Each player must play the equivalent of two quarters. Playing on the punt team and the field goal team does not count towards the 2 quarter rule.
A player could have his playing time altered for disciplinary reasons. A coach may exempt a player from the mandatory play rule for discipline, missing practices, or for physical injury or illness. The coach must notify and explain the cause for the exemption to the player's parent prior to the game. The league President must also be informed by the coach.
You may substitute for injuries and instructional purposes only. For instructional purposes the player is to be out only one play and then is to be placed back in the same position the player came from (ex: You are not allowed to get all your "studs" back in the stop a play or score!). You play with the players you have on the field during that possession.
GAME CANCELLATIONS
Things such as rain, snow or cold temperatures will NOT be grounds to cancel games. Extreme weather, such as lightening may be cause for cancelling a game if it is considered a safety problem. After the game starts, the game's referee has the authority to cancel the game. Every attempt will be made to reschedule any games that are cancelled because of weather. However, certain situations such as field availability, etc. may not allow for cancelled games to be rescheduled.
PRACTICE
Practice sessions will be limited to four a week.
No practices allowed the day following the game.
A practice shall be defined as an activity involving at least one coach and one player lasting more than 10 minutes, where the skill of football is being taught, including viewing game films.
The team's coaches will set practice times. Keep in mind that the players have obligations outside of football (ex. school, church, etc.).
Each practice will be no longer than 90 minutes.
WEIGHT LIMITS
WEIGH-IN: All players will be weighed in on the league scale on the day of equipment issue. This will be the ONLY weigh-in.
Players exceeding the determined weight (100-Junior & 125-Senior) will not be allowed to carry the ball and will be identified accordingly. Kids over the weight limit will have a red stripe on their helmet. Kids weighing over 200 lbs will have a blue stripe and will only be allowed to play on the interior line on offense and defense.
Non-ball carriers will not play in ball carrier positions (QB, RB, TE or receivers).
Weight restricted players may only advance a recovered fumble or intercepted pass.
Weight limits are imposed on participants and may change from year to year.
League issued equipment to include:
Helmet (with ear pads, chin strap, and facemask)
Shoulder pads
Jersey (games only) DO NOT PRINT ANYTHING (NAME, ETC.) ON GAME JERSEY
Equipment not issued by the league:
Shoes (no metal cleats allowed.)
Practice jersey to wear over shoulder pads (NO GAME JERSEY FOR PRACTICES)
T-shirt to wear under shoulder pads
Pants (hip pads, thigh guards, knee pads)
Mouth guard to be attached by a strap to the facemask
Equipment and care instructions:
Wash and clean all equipment each week.
Wipe down and allow shoulder pads to completely dry before next use.
Follow instructions for washing jerseys. Gently wash in cold water and line dry. Turn jerseys inside out before washing. DO NOT use bleach.
Helmets should be washed with a damp rag only and allowed to completely air dry. DO NOT put any tape or decals of any kind on any of the equipment.
EQUIPMENT
A plyers cannot receive equipment until the player is registered, had paid all fees and their parent/guardian has signed a contract for uniform/equipment. Equipment condition is very important to the safety and enjoyment of the game - please take special care of it.
Every player must wear equipment provided by ESF. Safe fitting of helmets is a primary safety concern. All helmets will be issued and fitted by and Equipment Manager or Coach.
Every player must us a protective mouth guard in all contact practices and games.
Every player must provide his/her own shoes and athletic socks. No player may wear shoes with metal cleats.
Game jerseys are to be worn for games ONLY, not practice.
Game rosters will be printed after equipment and jerseys are handed out, therefore a player must retain this number througout the season.
If equipment is damaged through abuse or misuse the player will reimburse the league the replacement cost of the damaged equipment.
Athletic supporters (cups) are strongly recommended by the league, but are not required and are not provided.
DO NOT wear your equipment except to practice and games. DO NOT alter or attempt to repair your equipment. DO NOT put any markings, tape or decals of any kind on any of the equipment. Only the coaches are allowed to alter any equipment; this first must be Board approved. Clean your equipment weekly. Make sure you try all of your equipment on and become familiar with it before the 1st practice. Come to the 1st practice dressed out and ready to go so the coach can check everyone's equipment.
Equipment return will be at McKinnon Field after players play their last game of the season. Please remember to bring a change of clothes on that day. Coaches and the Equipment Manager will be checking and comparing returned equipment with rosters on this day to ensure that all equipment is returned.
It is very important that we get your equipment back on the scheduled day. A player who does not return equipment on time WILL NOT be allowed to play the next season and will be charged replacement cost for any equipment not turned in.
COACHES
Each coach will conduct himself/herself appropriately during games and practices.
If a coach receives and unsportsmanlike conduct penalty during a game, the coach will be asked to leave the game.
Assure that ineligible players are not allowed to practice or play.
Lead and participate in the "end of game handshake" with the opposing team in a sportsmanlike manner in keeping witht the spirit of the game of football (be certain to include any cheerleaders in the handshake if applicable - not every team has them).
All coaches are prohibited from physically pushing/shoving, punching, or any in way physically assaulting another coach, parent, player or referee. If any of these actions should occur, the coach will be removed from the league.
Each coach is responsible for maintaining an attendance roster throughout the season for his/her team. The attendance roster will track player attendance at practices and games.
Each coach shall meet with the parents of their players to discuss player safety, ESF rules, and other matters of ineterest to parents.
Interested coaches and/or assistants are to complete and application and background check form. This information will be reviewed by the football committee, a determination will be made and presented to the Board with supporting documentation.
Coaches and assistants will be reviewed on an annual basis. Coaches and assistants wishing to return will need to complete and application and background check annually. PLAYERS
Players should attempt to make it to every practice, health permitting.
Players are prohibited from using obscene or abusive language during practice, games, or other league activities. Such behavior is subject to disciplinary action by the coach and/or Board of Directors. Disciplinary action could include suspension from a scheduled game or expulsion from the league.
If a player receives an unsportsmanlike conduct penalty during a game, the player will sit the next 2 quarters of the game. For example, if a player receives the penalty in the 2nd quarter, the player will sit out the 3rd and 4th quarters. If the penalty occurs in the 4th quarter, the player will sit out the 1st and 2nd quarter of the next game.
Players will participate in the "end of game handshake" with the opposing team in a sportsmanlike manner in keeping with the spiritn of the game of football (be certain to include any cheerleaders in the handshake if applicable - not every team has them).
PARENTS
If a parent has concerns or issues with another parents' conduct, that issue/concern should be brought to the attention of a Board member.
Parents are required to attend a mandatory team parent meeting at the beginning of the season. This meeting is held to inform parents of rules, schedules, and opportunities to volunteer. ESF appreciates any and and all time volunteered by parents.
No parent may use abusive, threatening, or inappropriate language directed toward and ESF Board member, coach, player or game official.
Inappropriate conduct by an offending parent will result in the suspension of the parent from games and practices for the remainder of the season, except to drop off and pick up his/her player. Repeated violations by an offending parent could result in the expulsion of his/her child from the ESF program entirely.
